Broadly, the tools should be considered private. They're purposefully not exported and are undergoing rapid iteration.
This PR opts to document them once in
commons()(and this note that they should be considered private) and then, elsewhere, refers to the tools generically (e.g. "invoke a trusted calculation" instead ofcall_measure(), etc.)
